Contract: Temporary 6-Month Contract
Possibility of Extension: Yes, based on performance
Pay Rate: 411.64 Per Day(PAYE) or 470.00 Per Day (UMBRELLA)
Working Hours: 37 hours per week, Monday to Friday, 08:00 - 16:00
Location: GL1 2TG

Job Purpose:

The Asset Management and Property team (AMPS) are responsible for delivering a wide-ranging capital programme and contracts as well as managing the property and assets that are part of the council's responsibility.

This includes the development and implementation of a comprehensive Corporate Asset Management Plan, Maintenance Strategy and Agile Working Plan to support the Council's Strategy and Vision, as well as to support Directorate and Service Estate Plans.

The team also provides a strategic property-based advisory role to all other Directorates of the Council and its elected members and officers, as well as supporting the Council's regeneration and development strategies and its major projects.

Key Responsibilities:

  • Under the general direction of the Strategic Property Manager (Estates), the post holder will apply professional expertise, knowledge, skills, initiative, and experience to assist the team
  • Provide comprehensive property advice to the Council's Service Directorates and individual officers at all levels.
  • Meet the requirements of the Council's Corporate Asset Management Plans
  • Achieve effective and proactive management of the Council's land and property interests.
  • Maximizing the Council's capital and revenue receipts by the provision of effective and proactive management of the Council's land and buildings. This will include capital payments from land sales, annual rent increases on review, new rental income from lease grants, capital, or annual income from other forms of property agreements. This will relate to all types of property such as offices, schools, depots, car parks, and surplus land.
  • The acquisition of land and buildings to support a range of legislative Council or Service Directorate plans or objectives.
  • Provide support to the Strategic Property Manager (Estates) in developing and implementing relevant property-related policies, strategies, and team plans.
  • Provide professional property advice and recommendations to be relied upon by service directorates, council officers and Members of the Council on a wide range of property matters including sales, purchases, leases, licences, easements, valuations, land acquisition, cost estimates, boundary disputes, Landlord and Tenant.
  • The ability to assimilate wide-ranging areas of professional property knowledge and experience, proactively provide solutions to problems and weigh up alternatives will be an essential part of the advice and decision-making process.
  • Provision of professional management of the Council's property estate. This will require the ability to coordinate and direct between other officers of the Council, communicate with tenants, problems, and disputes resolution with tenants, and respond to queries and requests from members of the public and other organizations relating to the Council's land holdings.

Qualifications and Experience:

  • Qualified and practising member of the Royal Institution of Chartered Surveyors with significant post-qualification experience.
  • Experience gained post qualification in either a public or private sector.
  • Relevant property-related statutes and professional standards including Landlord and Tenant Acts / Law of Property Acts / Town and Country Planning Acts / RICS and International Valuation Standards.
  • Understanding of a high-quality customer service and business partnering approach, in a large multidisciplinary organisation.
  • Self-reliant and well organised to be able to prioritise, manage a wide range of tasks, and achieve results, sometimes within tight deadlines.
  • Ability to anticipate emerging issues, develop creative solutions to problems and take the initiative to resolve any identified.
  • Ability to build working relationships with officers at all levels, members, external bodies, funding agencies voluntary groups, and other public services
