Shift Pattern: Monday to Friday 08.00-16.00Rate: £23.52 per hour

Key Responsibilities:

The Mechanical Estates Manager will be responsible for ensuring the provision of an efficient and effective maintenance service for the trust's estate including engineering plant & equipment, building services, building repairs and grounds and gardens maintenance. The postholder will undertake capital projects as directed by the Director of Estates & Facilities, delegate day to day management responsibilities within estates and participate in the estates emergency out of hours on-call rota.

  • To delegate responsibility for the maintenance of the trust's estate, utilizing direct labour and contracted services.
  • Ensure the procurement of all goods and services is carried out in line with SFI's (Standing Financial Instructions) and SO (Standard Orders). Manage the stores and ensure a sufficient stock level is maintained.
  • Contribute to the design, specification and supervision of maintenance as required.
  • Attend regular staff briefings relating to the current trust strategy and direction
  • To act as authorized person (A.P.) for the trust's hospital sites for H.V. electrical distribution supplies in line with HTM06.
  • Apply and provide specialist knowledge and advice for the hospitals water systems, air conditioning/ventilation/refrigeration and sterilizers in accordance with HTM04, HTM03 and HTM01 respectively.
  • Develop, maintain, and review policy and procedures relevant to Estates services, whilst commenting on other Trust policies.
  • Participate in the Estates on-call Rota covering all Estate services out of normal working hours.
  • Commission and obtain specialist medical engineering as required.
  • Implement the NHS sustainability agenda as it relates to energy performance, carbon reduction commitments and following Encode, whilst leading utility account management for the organization and those which are serviced under Provider-to-Provider arrangements.
  • Comply with instructions set out in the CIM, Estate code, Firecorde and HTM's etc.
  • Support the helpdesk system and assist in preparation of SLAs.

Communication

  • Regularly attend patient meetings and forums, liaising with service users and carers as appropriate.Prepare service responses to issues / questions raised and act as the conduit for resolution of disputes.
  • Undertake investigations as required with the aim of improving the quality of services to service users, staff and visitors.

Performance & Risk Management

  • Monitor activity against Key Performance Indicators (KPI's) and produce ad-hoc reports as/when required by the analysis and interpretation of complex facts or issues, including consideration of a range of options, and report on the outcomes of any analysis to the Director and internal and/or external colleagues.

Leadership & Human Resource Management

  • Support the Trust's HR strategy by managing, a designated directly employed workforce and contracted service providers, providing professional leadership and management advice across all areas of responsibility.
  • As required, provide training, technical advice and support to staff under your control and other colleagues.
  • Fully encourage and participate in organisational and management development activities designed to enhance Trust, Directorate, department, team and the individual's capacity and capability.

Software & Equipment

  • Be proficient in the use of bespoke Estate software/management systems. This will include using the relevant systems to generate management information/reports to support safe and effective service delivery and respond to local, regional, or national reporting requirements.
  • Oversee and develop the use of technology and software systems to further improve data to support sustainable and efficient service delivery.
  • Continue to support ongoing reviews of computer aided software programmes to support the ongoing and efficient delivery of estates services.

Health & Safety

  • Responsible for the implementation and adherence to the Trust safety policies and procedures for areas within your service.

Quality & Governance

  • Ensure all appropriate records are made and kept for statutory compliance and legal support i.e., Asbestos management, Control of Legionella, etc.

Essential criteria:

  • Engineering or Building Degree, HNC/HND - Mechanical/Electrical Engineering or equivalent extensive relevant experience.
  • Specialist knowledge of Capital, Estates & Facilities legislation and statutory, mandatory & best practice.
  • Member of a relevant professional body (CIBSE, IEE, IHEEM, etc.) or similar.Appropriate qualification and/or managerial experience of large teams, contractors and stakeholders.
  • Professional qualification (of degree level) in an engineering or building related subject, or equivalent experience to senior management level.
  • Extensive experience in building services maintenance, preferably in a hospital environment.
  • Experience in understanding compliance, audit processes and managing busy operations.
  • Ability to read and interpret engineering technical drawings.
  • Excellent communication skills, including both verbal and written.

Desirable:

  • Contained Spaces certified
  • RPC for Legionella, Asbestos, Electrical Safety and Fire as set put in HTMs
  • Extensive Estates operational experience within a healthcare environment.
  • Literate in MICAD or AutoCAD
  • Formal NHS training, such as A.P/R.P for HTM 05
  • Certificate in Management Studies
  • Previous Hospital Experience
  • Ability to manage contractors and in-house workforce of a multi-disciplined trade nature.
